Has happened several times. First time I noticed was a couple weeks ago. Happened to two of us in the same system. Got some kind of weird message about current conditions or somthing. It doesn't seem to be very consistent though.

The OP mentions that killboards promote violence. The bottom line of this game is PVP. Killboards are just part of the fun that many pvp'ers enjoy. It also provides good source of information. Some don't like using them and that's ok too.
